This design-build project for the Washington State Department of Transportation involves 2.5 miles of roadway widening for a new high-occupancy vehicle lane, shoulder widening, three large concrete lids, extensively landscaped greenscapes, and a new interchange at Bellevue Way. The design includes two transit stations with elevators and pedestrian access.
In reviewing proposals, the client looked for a design-builder who understood the community issues along this corridor, one of the wealthiest and most influential in the United States. To truly integrate this goal into the bid, PCL hired a third-party team to survey residents during the proposal phase, which resulted in (among other things) a construction plan that relies on weekend closures to accommodate the traveling public. PCL also saved the client $60 million from the second low bidder while attaining the highest technical score.
