Phoenix’s major treatment plant, the 91st Avenue Wastewater Treatment Plant, was in the midst of major expansion project when the City relieved its contractor of all duties. PCL was subsequently selected by the City to complete this Construction Manager at Risk project. PCL worked closely with the engineer and owner to evaluate the existing conditions of the partially completed work, including site work, concrete, piping, and uninstalled equipment. Extensive rework was required to bring the construction into acceptable conditions.
The UP01 Expansion project increased the capacity of the plant by 30 MGD with these improvements: high-rate chlorination facilities, a new aeration basin, two new primary clarifiers, two new secondary clarifiers, a centrate treatment facility, a chemical storage and feed facility, and new odor-control facilities. As a result of the coordinated effort, the expansion was a success.
