Project Overview

The UP05 – Project A Expansion was a project to upgrade the City of Phoenix’s 91st Avenue Wastewater Treatment Plant. The project increased the capacity of the unified plant to 200 MGD. It was also constructed to transmit effluent water to the Tres Rios Wetlands Project and to the ANPP transmission line. The project was complicated by the need to construct the new facilities without interfering with existing operations. In addition, the new facilities were in the same area as extensive existing buried utilities. PCL was contracted as Construction Manager at Risk to work with the design engineer to develop a plan to construct the new facilities in a way that did not interfere with existing operations or undermine existing buried utilities. The project was successfully completed in 2010.

The project consisted of the construction of the effluent pump station with the associated electrical building and standby generation system, the addition of one new centrifuge and related piping, odor control, electrical, and instrumentation. The associated piping included 96-inch and 84-inch effluent conveyance piping, the 84-inch effluent forcemain and related forcemain box structures, and a valve vault structure including a tie-in to the existing pipelines.
