Project Overview

California State University, Channel Islands commissioned world-renowned architect Foster + Partners to complete the front-end design of this new library. The project includes 98,000 square feet of new construction and a 70,000-square-foot renovation. Elements within this glass-enclosed structure include new book stack space, reading rooms, study areas, computer labs, administration space, a café, and conference rooms. This facility is the focal point of the university’s newest campus.

The project was initially bid at 25% over budget, which prompted the owner to incorporate design-build delivery to control costs. PCL and its design-build architect rescoped and redesigned the project to meet the owner's absolute budget cap. Once the project was underway, the University placed its contract administrator in the PCL offices to allow for unobstructed access on all issues, facilitating open and frank discussions and preventing protracted decision. Additionally, PCL constantly communicated schedule and work quality expectations to its subcontractors, anticipated changes, and fostered an atmosphere of onsite cooperation. Through this approach, PCL resolved all issues between the different parties in a spirit of fairness, which ultimately facilitated an early completion.
