Cutting Costs Without Cutting Corners

PCL Construction Services, Inc. with Joint Venture partner CFC Construction, in Denver is aiming to ease the pain of rising housing prices and all-time-high rental rates with the construction of market-rate affordable housing.

As a Transit-Oriented Development, Denizen’s
proximity to the light rail allows residents to easily
commute to and from downtown Denver.

The new complex, known as Denizen apartments, will provide the Denver community with 275 apartment units, with rental options at less than $1,000 per month and townhomes for no more than $2,285. The low price does not compromise the quality of the units, as all apartment units include granite countertops, stainless-steel energy-efficient appliances, in-unit laundry, and designer cabinetry.
“Working with our design build team and ownership, we were able to utilize for rent building finishes with some upgrades to create clean, quality units that have finishes competitive with the higher rent downtown market products,” said Steve Kovach, project manager for PCL Construction.

LEEDING THE WAY

Denizen Apartments is a pilot project of the Regional Transportation District that seeks to integrate Transit Oriented Developments (TODs) with an existing light-rail station, and will provide its residents easy access to public transportation, an essential for city living. With one unit only 20 feet from the light-rail station, PCL used a higher Sound Transmission Class rating on all windows immediately adjacent to the station to eliminate noise disturbances to residents. 

In working directly adjacent to a fully functioning light-rail, PCL had to pay even more attention to the safety of all people on the project site. “I’ve toured numerous residential construction projects in my career, but I have never seen a safer, more organized, and better executed project than Denizen Apartments,” said Marco Cedrone, construction manager for Kayne Anderson. “PCL maintained their strict standards on safety and quality throughout the life of this project.”

Denizen Apartments is expected to achieve Leadership in Energy and Environmental Design (LEED) Platinum certification owing to its proximity to public transportation, indoor environmental quality, and design of a site. The complex would be the first multifamily housing project in Colorado to achieve the certification.  
So when can you move in? Efficient preplanning and strict adherence to the schedule mean the first building was turned over to the client in July 2015, which was earlier than anticipated, and the final building will be completed in October 2015.
“I really liked the look of this project on paper, but now that I have seen the final product I am even more excited about the design and final product,” said Dan Cohen, development manager for Denizen.
