The BC Hydro Smart Upgrade project was commissioned to expand the existing Fort Nelson, BC, generating station. PCL’s scope included the installation of a gas turbine generator, upgrades to an existing steam generator, all related ancilliary equipment, and commissioning support.
Working in an existing facility led to numerous unforeseen design changes, and PCL responded by proposing to convert the original contract from lump-sum to a cost-reimbursable one with a fixed fee. Happily accepted by BC Hydro, this cost-saving proposal propelled the project forward without interruption, allowing the PCL team to be flexible and adapt to changes as required. This newly cooperative and integrative approach facilitated success despite an ever-changing scope.
Throughout the project, the team consistently received Health, Safety, and Environmental audit scores of 100% by BC Hydro's site representative.
