Motiva Crude Expansion Project - OSBL GC 1 & 2

Project Overview

The Crude Expansion Project (CEP) increased capacity at the Port Arthur refinery from 275,000 barrels per day to more than 600,000 barrels per day, making it the largest refinery in the US and one of the ten largest in the world. PCL was responsible for the OSBL packages, connecting the existing plant to the new hydrocarbon processing units and providing additional infrastructure capacity for the increase in production. Work associated with these packages includes the construction of a new raw water treatment facility, additions to the existing effluent treatment system, installation of a new fuel gas recovery system, installation of three new off-gas flares, interconnection of new crude feed and sour water tankage, and interconnection of new product export and tankage facilities.
