Surrey Pretrial Services Centre Expansion

Project Overview

This P3 design-build project included two main components: a 100,000-square-foot addition and a complex renovation to the existing maximum-security centre.

Traditionally, in secure prison-type facilities all the cells and movement corridors are constructed with masonry block. Secure block construction is very time consuming, and requires significant manpower and scaffolding, which restricts access. With a fixed completion date for the project, a faster solution was required. The PCL team worked with a precast cell supplier to design and fabricate precast concrete cell modules off-site. The modules were fully finished when they came to site, complete with the beds, desk, closet and toilets installed, and the room finish painted. The use of this solution resulted in a four-month schedule reduction.
