Project Overview

The TransAlta Tri Leisure Centre is a recreation complex constructed for the three municipalities of Spruce Grove, Stony Plain, and Parkland County. The facility includes two indoor hockey arenas with elevated seating for approximately 500, two indoor soccer fields with similar seating, an indoor running track, a gymnasium, two swimming pools complete with water play structures and a waterslide, a hot tub, an aerobics area, a fitness facility, a lounge area overlooking ice and soccer areas, program rooms, a children’s play area, and retail space.

A number of key service deliverables contributed to the successful completion of the TransAlta Tri Leisure Centre. PCL ran a public plebiscite in all three municipalities, with the commitment of a Guaranteed Maximum Price under a design-build delivery model, based on only 10% design information. The early price commitment was required to assure the public that the cost would not exceed the stated budget, considering they were voting themselves a tax increase. PCL also recommended the site for the project, and set up flexible furniture, fixtures, and equipment budgets to support the final programming. Completed one month ahead of schedule and under budget, the facility is currently operating at a cost less than forecast as a result of some of PCL’s value-engineering solutions.
