PHOENIX, Ariz. (January 16, 2026) — PCL Construction Inc. has completed a critical infrastructure project for EPCOR USA Inc. that provides a lasting water solution and improved access for the Rio Verde Foothills community. Designed in partnership with Dibble, the design-build project includes a newly paved, approximately one-mile-long road that replaces a unpaved route, as well as a new EPCOR-owned standpipe facility with two fill stations, establishing a permanent water delivery system for residents.
“Delivering this project by January 1, 2026, under an accelerated timeline, required extraordinary collaboration and focus,” said Seth Richards, special projects manager, PCL Construction. “Working alongside Dibble and EPCOR, our teams moved quickly to address an urgent water-supply challenge and delivered a sustainable solution that will benefit the community for years.”
The design-build scope included:
- Construction of a new EPCOR-owned standpipe with two fill stations
- Replacement of a dirt road with a paved, one-mile-long roadway
- Integration of water infrastructure and improved site access
