The St. Paul Surety Company asked PCL to complete this project after another contractor was removed from the contract. PCL mobilized on to the project within one week and had 40 men working within three weeks. PCL immediately re-designed the MOT phasing which expedited the opening of the Veteran's Expressway and the completion of the project. Jim Carroll with St. Paul commented that "PCL's efforts really made PCL stand out in the Florida marketplace." FDOT agreed, awarding PCL with the "2001 Major Interstate Award" for the project.

This project included the demolition of an existing concrete pier and the construction of an 825-foot new concrete pile supported wharf constructed for the United States Navy. PCL's focus from the beginning of the project was to take care of our new client's needs. Our hard work and dedication was rewarded at the end of the project. PCL received a Certificate of Appreciation from the Department of the Navy Naval Facilities Engineering Command in recognition of exemplary performance in the fulfillment of the contract.
