Matt McCleary’s career path reflects a deep commitment to community development and public service. After earning his undergraduate degree, he served in the United States Peace Corps in Mykolaiv, Ukraine, where he taught marketing and economics at Mykolaiv National University. That experience sparked a lasting interest in local economic development, city planning and government administration, leading him to pursue a master’s degree focused on the intersection of politics, economics and community engagement. He went on to serve as a city manager in a Chicago-area community, gaining firsthand experience with the challenges and opportunities facing local governments.
Throughout his career, McCleary has been drawn to how complex projects move from approval to reality. After years working as an advisor on P3s, he joined PCL Construction to deepen his understanding of the contractor and developer side of project delivery. Today he serves as PCL’s U.S. director of P3s. In this role, McCleary identifies and evaluates viable public-private partnership (P3) opportunities and builds collaborative relationships with public agencies, equity partners, design-builders and other stakeholders to support successful P3 delivery across the U.S. With more than 18 years of experience advising public agencies and institutions, McCleary brings a unique public-sector perspective to his role. He focuses on navigating the intricacies of the U.S. P3 market, coordinating competitive development teams, and delivering innovative, practical solutions that help public owners achieve long-term value.
