Edmonton, Alberta (April 26, 2021) – Two projects constructed by PCL Constructors Canada Inc. have been named the best projects built in Ontario for 2021. Awarded by the Ontario General Contractors Association, PCL’s Toronto and Ottawa districts received the 2021 Builder Awards for the Royal Canadian Dragoons (RCD) regimental facility in the Group 3 category and Cortellucci Vaughan Hospital in the Group 6 category, respectively.

The Builder Awards showcases the latest and greatest projects from all over the province of Ontario. A panel of judges chose between a robust slate of entries, differentiated by construction value, to pick exceptional projects that have demonstrated innovation, outstanding safety performance and overall excellence in building. PCL accepted both awards at the 13th OGCA Construction Symposium on April 8, 2022.

Cortellucci Vaughan Hospital

Located on a 40-acre greenfield site, Mackenzie Health’s Cortellucci Vaughan Hospital is the first hospital in the City of Vaughan and the first net new hospital in Ontario in more than 30 years. Working seamlessly with local and global consultants and partners, PCL design-built this complex, 11-story P3 project integrating a sustainable and functional design and unique modular solutions such as the award-winning prefabricated modular washroom pods. 

With nearly 80 PCL employees and more than 900 workers on site daily at the peak of construction, PCL maintained an outstanding safety culture that resulted in an industry-leading safety record of over 3 million worker hours without a lost-time injury (LTI). This essential health care facility was safely completed on budget and on schedule in time to support Mackenzie Health’s pivot to open as a system wide resource to help combat the pressures of COVID-19 on the province’s health care system.

Royal Canadian Dragoons Regimental Facility

The new Royal Canadian Dragoons (RCD) regimental facility replaces seven aging buildings on the 4th Canadian Division Support Base in Petawawa. The $70-million facility provides the regiment with enhanced vehicle maintenance capabilities, storage, and logistics and training areas to support daily operations.

The contract to build this facility marked the first time that Defence Construction Canada and National Defence used the ground-breaking Integrated Project Delivery (IPD) model, under the new CCDC-30 contract. The collaborative effort of all the IPD project team members kept the project under budget and delivered the new facility well ahead of schedule by achieving substantial completion in September 2021, just 18-months after breaking ground.

“This collaborative experience with the IPD project helped our teams to achieve both schedule and cost savings on the project that are rarely seen at this level in our industry,” explains Paul Knowles, Vice President and District Manager at PCL Ottawa. “No RFI’s were issued during the project, and the new IPD process helped us to leverage offsite prefabrication opportunities that both reduced schedule-impacts, and the ongoing effects of COVID-19. PCL Construction was thrilled to be a part of this successful project and team.”
