Edmonton, Alberta (November 5, 2025) - PCL Construction is proud to announce that two Canadian projects recently won national industry awards.
On October 28, the Canadian Council for Public Private Partnerships (CCPPP) announced that both the Library and Archives Canada’s (LAC) New Preservation Storage Facility and the QEII Halifax Infirmary Expansion Project were being recognized as a part of their 2025 Innovation & Excellence Awards.

Library and Archives Canada, Gatineau 2 Project – Gold, P3 Service Delivery
The LAC Preservation Storage Facility earned gold in the ‘P3 Service Delivery’ category at the 2025 CCPPP Awards.
This award recognizes projects that have reached two years of full operation by evaluating service performance, client satisfaction, and mitigation of failure among other operation and maintenance factors.
The Preservation and Storage Facility is the largest preservation storage facility of its kind in the world equipped with an automated storage and retrieval system. The facility was built to support LAC’s 500-year archival preservation objective and is the permanent home for some of Canada’s most important documents and records. It is also the first net-zero carbon building dedicated to archival preservation in the Americas.
PCL Construction completed the preservation storage facility on behalf of the Library and Archives Canada with partners Plenary Americas and Equans Services.
Completed in 2022, the Preservation and Storage Facility is no stranger to CCPPP awards having previously won Silver Award for Project Development, Gold Award for Infrastructure, Silver Award for Environmental, Social and Governance (ESG), and Gold for P3 Service Delivery.
QEII Halifax Infirmary Expansion Project – Silver, P3 Transactions
This joint-venture project between the Ottawa and Toronto districts was awarded silver in the CCPPP’s ‘P3 Transactions’ category. The award recognizes projects which have attained financial close, and are assessed based on the success of the transaction, including partnering arrangements, project incentives, special planning requirements, and public sector program assessments among other focuses.
The QEII project is the largest healthcare infrastructure project in Nova Scotia’s history, and will provide residents with 216 acute care beds, 16 operating rooms, and a 48-bed Intensive Care Unit. It will also include a new Emergency Department designed to handle increasing patient volumes, upgraded lab spaces and a satellite diagnostic imaging department.
This project is being managed as an internal JV between the PCL Ottawa and Toronto districts, who will continue to work closely with PCL Investments and our partners at Plenary Americas as a part of the Plenary PCL Health (PPH) project consortium. The QEII Halifax Infirmary Expansion Project is being completed on behalf of the Province of Nova Scotia, Nova Scotia Health, and Build Nova Scotia.
The Project Agreement was officially signed in February 2025.
