Ottawa, ON (Oct. 3, 2019) – The West Block Rehabilitation project has been recognized with an Award of Merit by Engineering News-Record magazine’s 2019 Global Best Projects Awards.  

PCL’s rehabilitation of and new additions to the Canadian Parliament’s West Block required restoration of exterior load-bearing stone and sculptural elements, complete removal and replacement of building mechanical systems, and the replacement of a copper roof. The reconstruction restored structural integrity and upgraded seismic capabilities, and a four-level underground welcome center was created as a new public entrance to Canada’s legislature. 

PCL Ottawa vice president and district Manager Kevin Skinner is proud of the work done by all partners to complete the building’s much-needed restorative work, and especially of the collaboration between Public Services and Procurement Canada (PSPC) and PCL. “Having a major role in ensuring that such a huge component of Canada’s history remained intact while preparing it for the future, was a responsibility PCL did not bear lightly,” said Skinner. “Throughout the life of the West Block project, we were very pleased to have had such a strong partnership with PSPC. I congratulate them, along with everyone else involved, on such a successful completion.”  

A panel of industry judges selected 32 winning projects from 20 different countries around the globe from a record number of entries for ENR’s 2019 Global Best Projects Awards. These exemplary projects demonstrate the risks and rewards of designing and building internationally—the hurdles overcome. The judges examined design and construction challenges, benefits to the local community, and dedication to quality, innovation and safety, with a special emphasis on the diversity of global project teams and their collaborative efforts involved.  

This is the ninth Global Best Projects award won by PCL Construction in the seven years ENR has held this event. The award was presented at the ENR Global Best Projects Gala Oct. 2, 2019, in New York City.
