Since joining PCL in 2004, Jim Holtje has been a driving force in expanding PCL’s civil construction presence across the eastern United States, particularly within the transportation infrastructure market.  Over more than two decades, he has contributed to strengthening PCL’s civil and transportation capabilities, supporting teams and projects that continue to shape the region’s infrastructure.

Jim thrives in highly collaborative environments and is known for his steady, team‑centered leadership style, consistently showing up for his people and fostering a culture built on trust, support, and shared success. Deeply committed to mentorship, Jim dedicates much of his time to teaching, coaching and guiding the next generation of civil builders, passing forward the lessons and values that have shaped his own growth.
