With more than 20 years of experience in water and wastewater construction, Ray Bolter has dedicated his career to ensuring communities have access to clean water. As a senior project manager with PCL, he leads complex, technical water projects while prioritizing client satisfaction.
Bolter earned his Bachelor of Science degree in Mechanical Engineering from the Colorado School of Mines and began his career in the oil industry before transitioning into construction. It was in this field that he discovered his passion for managing water and wastewater infrastructure projects, work that directly benefits communities by addressing critical water needs.
He finds the intellectual challenge of these projects stimulating, navigating intricate technical systems and processes. Yet for Bolter, the most rewarding aspect goes beyond problem-solving; it’s knowing that the infrastructure he helps build provides access to clean water. These projects not only serve communities but also support environmental sustainability, a responsibility he takes seriously.
During his time at PCL, Bolter has worked on numerous projects across the Rocky Mountain region, each contributing to safer, cleaner water for residents. He points to PCL’s mission of building a more secure water future as a key motivator, citing projects like the City of Arvada Filters and Solids Handling project as examples of meaningful impact. He believes the company’s honesty, collaboration, and integrity set it apart and make his work even more fulfilling.
Beyond his role at PCL, Bolter is an active member of the Rocky Mountain Water Environment Association, which provides education, training, and networking opportunities for water and wastewater professionals across Colorado, New Mexico and Wyoming. He is also a licensed Professional Civil Engineer in both Colorado and Utah.
