Motiva Enterprises, LLC has been in the oil and gas industry for more than 20 years and has the capacity to produce 740,000 barrels of oil and gas per day across its three refineries. Looking to expand and grow even further, they undertook a $10 billion expansion of their Texas Gulf Coast refinery in Port Arthur, increasing capacity to 600,000 barrels produced per day, making it the largest refinery in the U.S. and among the 10 largest in the world. The project included a crude unit, a delayed coker, a hydrocracking unit and hydrotreater, naphtha processing, sulfur recovery and more. 

Beyond the increased capacity, the project consisted of several additional components, including the outside battery limited (OSBL) packages including the interconnections between the old plant and the new addition.  

As part of the OSBL package, PCL constructed a new raw water treatment facility, additions to the existing effluent treatment system, installation of a new fuel gas recovery system, three gas flares and interconnection of new crude feed, sour water tanks and product export facilities.

The complex project required PCL to work with multiple other contractors who were building different units to ensure the new expansion project worked seamlessly with Motiva’s existing plant. Despite the presence of multiple contractors executing multiple work fronts, PCL’s extensive planning and interface management skills kept those different groups organized and aligned. PCL successfully completed its scope on the massive project and maintained a safe working environment for its duration.
