The Mills Memorial Hospital Redevelopment project in Terrace, British Columbia, is a 356,000-square-foot facility that saw more than 600 workers on-site at peak construction. With multiple trade partners working overlapping shifts seven days a week, tracking attendance and managing site access became increasingly complex.

Before implementing Job Site Access (JSA), trade partners manually signed in crews and vehicles using paper forms. This process was time-consuming, prone to human error and lacked real-time visibility. This posed challenges for safety, productivity and planning.

PCL introduced JSA to streamline access control and attendance tracking. Workers and vehicles were issued swipe cards, enabling automated check-ins at turnstiles and gates. The system captured real-time data on who was on-site, when they arrived and how long they stayed.

JSA also helped manage parking and restricted unauthorized vehicle access. For crews traveling from camp, JSA tracked bus ridership, allowing the team to optimize transportation schedules and reduce costs.

Supervisors used the JSA mobile app to monitor attendance on the go, while trade partners received weekly reports to verify timecards and manage labor more effectively.

JSA transformed site operations at Mills Memorial Hospital. The system eliminated paper-based tracking, reduced administrative overhead and improved safety by providing accurate headcounts during emergency drills. During mock evacuations, muster point supervisors used JSA’s real-time data to confirm all workers were accounted for—minimizing downtime and risk.

JSA also supported productivity. When a roofing contractor’s progress lagged, the superintendent used JSA data to uncover that the crew had only worked one hour each day. The contractor quickly addressed the issue, extended the crew’s stay and got the schedule back on track.

Beyond attendance, JSA enabled detailed labor tracking by crew type—such as flooring prep versus finishing—helping PCL monitor production rates for critical path activities.
