Los Angeles, CA (May 5, 2021) – PCL Construction is pleased to announce that Cathy Orquiola is promoted to regional vice president, now overseeing operations in Hawaii and Seattle along with California. She is also appointed to PCL’s Board of Directors and will represent the interest of PCL’s shareholders.
As a dynamic and influential leader, Cathy recognizes that people are the key distinguishing factor in every accomplishment and embraces her role as a builder of structures and also a builder of people. To foster an engaged, collaborative and innovative team that exceeds revenue and quality expectations, Cathy focuses on elevating her people while creating spaces to safely fail forward and encouraging employees to holistically use their influence.
“Cathy’s capability as a builder combined with her enthusiasm for developing her people is what makes her a standout leader and well-deserving of this promotion,” said Deron Brown, president and COO, U.S. Operations. “She has brought tremendous success to our California Buildings group and I look forward to her role in helping continue to grow PCL’s presence in other markets.”
During her 26-year career, Cathy’s responsibility for profit and loss has steadily escalated, beginning at the project level and progressing to regional executive oversight. She began her career as a project engineer, progressing through the field to senior project manager before moving into executive leadership. In 2015, Cathy rejoined PCL as director, corporate development in Denver. During her time as director, corporate development, Cathy oversaw the release of PCL PartsLab, an Autodesk Revit add-in that automates the traditionally manual process of changing virtual models while allowing multiple collaborators access, saving hours of work.

Under Cathy’s leadership, PCL’s California Buildings’ group has grown its workforce by 70% and has delivered some of the regions largest projects supporting the growth of Los Angeles, including nearly $3 billion in work for Los Angeles World Airports which includes the public, private partnership (P3) Consolidated Rent-a-Car Facility and the joint-venture LAX Midfield Satellite Concourse North project.
