With over 20 years of experience in water and wastewater construction, Ray Bolter has dedicated his career to ensuring communities have access to clean water. As a senior project manager with PCL Construction, Bolter leads complex, technical water projects and ensures client satisfaction.

Bolter earned his Bachelor of Science degree in Mechanical Engineering from the Colorado School of Mines. He began his career as an engineer in the oil industry before transitioning into construction, where he discovered his passion for managing water and wastewater infrastructure projects. This shift allowed him to focus on projects that directly benefit communities by addressing critical water needs.

"The intellectual challenge of these projects is stimulating,” says Bolter. “There’s a lot of navigating technical systems and processes." For Bolter, the most rewarding part of his job goes beyond technical problem-solving – it's the impact his work has on people’s lives.

“Knowing that we’re building infrastructure that provides access to clean water is incredibly rewarding. These projects not only help the community but also support environmental sustainability,” he says.

During his time at PCL, Bolter has worked on several projects across the Rocky Mountain region, all aimed at ensuring safe and clean water for residents. “Each project, no matter the size, has played a role in improving the communities we serve,” says Bolter.

Bolter cites PCL’s mission to build a more secure water future, as seen in projects like the City of Arvada Filters and Solids Handling project, which Bolter worked on, as a key motivator in his work. “The honesty, collaboration and integrity within the company make it truly stand out,” he says.

Bolter is an active member of the Rocky Mountain Water Environment Association (RMWEA) which serves water and wastewater professionals from Colorado, New Mexico and Wyoming through education, training, networking and leadership opportunities. He is also a licensed Professional Civil Engineer in both Colorado and Utah.
