TAMPA, Fla. (June 16, 2026) — PCL Construction, Inc., in partnership with Stantec and the City of Tampa, received the 2026 Design-Build Institute of America (DBIA) Florida Merit Award in the Water and Wastewater category for the Bayshore Pumping Station Rehabilitation project.

The award recognizes excellence in design-build delivery, schedule performance and project quality, honoring projects that meet or exceed owner expectations. The Bayshore Pumping Station Rehabilitation project design-build team collaborated early and closely to overcome complex technical and logistical challenges. Constructing a deep pump station within an active traffic corridor required innovative engineering and careful planning to avoid lane closures and maintain traffic flow during construction, while seamlessly integrating construction into the surrounding neighborhood’s aesthetic. The work included building critical infrastructure below grade, coordinating complex utilities, sequencing bypass pumping, and incorporating long-term reliability features essential to Tampa’s wastewater network.

Originally constructed in 1955, the Bayshore Pumping Station rehabilitation is part of the City of Tampa’s  PIPES Program, an initiative dedicated to modernizing aging water and wastewater infrastructure across the city. The upgraded facility will process approximately 3 million gallons of water per day, helping protect surrounding neighborhoods from flooding as rainfall and hurricanes become more severe.

Key project upgrades include:

  • Increasing peak flow capacity to 6,500 gallons per minute
  • Installation of four submersible pumps
  • Construction of a weather-resistant electrical building with integrated lighting and security features
  • A Supervisory Control and Data Acquisition (SCADA) system upgrade providing remote monitoring, real-time data, and automated alerts
