DENVER, Colo. (November 25, 2025) – PCL Construction, Inc. is pleased to announce several leadership promotions within its Civil West Infrastructure Division, a move that reflects the company’s rapid growth in delivering critical water and wastewater projects throughout the western U.S. The promotions span both division-wide roles and regional offices, including Denver Civil and Phoenix Civil.

“Over the past several years we’ve seen tremendous growth across our Southwest markets, especially in California and Colorado, as municipalities begin to upgrade aging water facilities and explore new technologies such as advanced potable reuse,” said Ankur Talwar, district manager for PCL’s Civil West operations, which includes California, Colorado, Utah and Arizona. “These promotions strengthen our leadership team as PCL continues to grow our water portfolio across the Southwest.”

The following leadership promotions have been announced:

  • Jamie Safulko – Area Manager, Denver Civil.  Safulko will oversee strategic growth efforts across Colorado, Utah and New Mexico and continue to support project teams on critical water infrastructure projects, upholding a higher standard of operational excellence.
  • Daňa Lebeda – Operations Manager, Civil West. Lebeda will use his exceptional leadership skills to oversee all operations and major joint venture projects across the Southwest.
  • Ray Bolter – Operations Manager, Denver Civil. Bolter will oversee operations for the Denver office, focusing on building client trust and delivering exceptional project results.
  • Matt Brown – Operations Manager, Phoenix Civil. Brown will oversee the execution of Arizona-based projects, apply operational excellence and focus on talent management as local growth continues.
  • Scott Colvin – Construction Manager, Denver Civil. Colvin will oversee large project operations in Colorado, focusing on client relationships and mentoring PCL’s growing teams.
  • Tucker Langel – Manager, Finance and Commercial Risk, Civil West. Langel will oversee commercial risk management to support Civil West’s continued growth.
