RIALTO, Calif. (Oct. 28, 2022) – The West Valley Water District (WVWD) Board of Directors unanimously approved PCL Construction as the design-build (DB) partner to lead the expansion of the Oliver P. Roemer Water Filtration Facility (Roemer WFF).

“We are honored to have been selected by West Valley Water District to bring their vision to life,” said PCL’s project manager, Darren Wright. “We’re excited to provide the tools and infrastructure necessary to ensure their commitment to water reliability for their communities for generations to come and to do it in a manner that aligns with their values.”

The project, expected to break ground in 2023, will expand Roemer WFF’s capacity by 7.2 million gallons per day (mgd), for a total treatment capacity of 21.6 mgd and will upgrade critical facility components. This expansion and upgrade project will provide ratepayers with a reliable and cost-effective water supply, ensuring that WVWD will meet rising peak summer demands and future growth. With the construction of this project, WVWD is seeking to implement a conjunctive use strategy which is critical for the long term, sustainable water management for the region.

Roemer Facility will provide us new opportunities to enhance the operational sustainability and flexibility of the water distribution system that West Valley Water District utilizes to serve the community,” said West Valley Water District’s Board President Channing Hawkins. “We look forward to working with PCL to ensure we continue to provide our ratepayers with safe and affordable water.”

WVWD first secured three bids from qualified firms in early June. After evaluation of the proposals, PCL was chosen to move forward with design and construction of this valuable investment for the community.

“With the combined expertise of PCL, WVWD staff and GHD, our technical consulting firm, Roemer WFFs expansion is in good hands,” said WVWD Board Vice President Greg Young. “This project will support and highlight innovation and environmental stewardship, two of our core valves, which are at the forefront of this momentous project.”

To further the efforts of West Valley Water District to provide equitable careers pathways for local community members, PCL has agreed to utilize a regional workforce team during the expansion construction.

The expansion will allow the WVWD to treat additional State Water Project water and to replenish groundwater basins in wet years and relax pumping of groundwater. In dry years, WVWD will draw upon replenished groundwater reserves to offset reduced State Water Project water. In addition to the infrastructure changes, the expansion will include a facility to educate ratepayers, local students, and the public to use water more wisely.
