Las Vegas, NV — PCL Construction is proud to announce that the Clackamas County Circuit Courthouse has been named a National Award of Excellence winner in the Federal/County/State and Municipal category at the Design-Build Institute of America (DBIA) 2025 Design-Build Awards Celebration, held in Las Vegas.
Earlier this year, the Clackamas County Circuit Courthouse and the Orange County Health Care Agency Campus - both constructed by PCL - were recognized as DBIA National Award of Merit recipients, an honor awarded to projects that demonstrate exemplary use of the design-build method and exceptional team integration. At the award ceremony, the courthouse advanced to receive the National Award of Excellence, representing the highest distinction within its category.

Oregon’s first courthouse delivered through a P3 (public-private partnership) replaces a 90-year-old facility with a modern, sustainable design. Built using a design-build, finance, operate and maintain contract approach approach, the project features an all-electric mechanical system and rooftop solar array to reduce environmental impact. This milestone reflects PCL’s expertise in collaborative delivery, integrating planning, design, and construction to ensure predictable schedules, costs, and long-term performance.
The OC Health Care Agency Campus, also honored by DBIA as Best in Virtual Design & Construction (VDC), brings together critical emergency response, laboratory and community health services into a consolidated, high-performance facility designed for 24/7 readiness. The VDC award is a specialty category within the DBIA’s annual Project/Team Awards program. It recognizes projects that demonstrate exceptional use of VDC technologies and processes to enhance collaboration, efficiency, and innovation in design-build delivery.
