As the business development manager for PCL Construction’s Phoenix Buildings office, Stephanie Handley plays a central role in shaping strategic growth and building lasting client relationships throughout the region. A natural connector with more than 20 years of industry experience, she focuses on identifying, developing and securing new construction opportunities while positioning PCL early in project lifecycles. Handley works closely with owners, developers, architects and consultants to understand their goals and ensure they receive collaborative, best‑in‑class solutions.
Handley graduated from Arizona State University with a degree in broadcast journalism and a minor in business, later earning her MBA with an emphasis in technology management from the University of Phoenix. Her passion for writing, storytelling and understanding what motivates people has shaped her professional path since the beginning. That same fascination with people and their “why” continues to fuel the way she builds relationships and champions PCL’s clients today.
Handley’s career in construction began organically. After a decade with a local real estate developer, during which time she frequently collaborated with general contractors on pursuits and project execution, Handley was invited to join a contracting firm in a business development role. She quickly embraced the opportunity, discovering how much she enjoyed bringing diverse stakeholders together across the architecture, engineering and construction community to pursue meaningful projects. That enthusiasm for collaboration ultimately led her to PCL, where she saw the chance to help shape the growth of the Phoenix Buildings office.
Handley was drawn to PCL by the company’s employee ownership model and its deeply collaborative culture. She values how teams across the organization contribute to pursuit strategies with equal dedication, all working toward the greater good of the project and client. She takes pride in helping clients bring their development goals to life while building spaces that contribute to Arizona’s growth.
Outside of PCL, Handley is an active contributor to the industry and her community. She participates in several Urban Land Institute programs, including ULI NEXT and the Women’s Leadership Initiative, and serves on both the Membership and Communications committees. She is also involved with the Arizona Association for Economic Development, Valley Partnership and AZCREW, where she has held multiple leadership roles, as well as the Greater Phoenix Economic Council as a certified ambassador. Her community work includes serving as Vice President of Membership for the National Charity League and as a former board member of Women in Service and Hope (WISH). She was recognized as one of AZ Big Media’s Most Influential Women in Business in 2023 and featured in the 2024 edition of AZ Business Leaders.
