PCL was the general contractor for the Foreman Cement Modernization project, which called for a new state-of-the-art, 4,650-standard-tons-per-days cement plant. PCL was responsible for the entire scope of work, from raw material received through cement storage and dispatch and included 537,000 cubic yards of cut and fill; 150,000 linear feet of underground electrical and instrument cable; and 13,000 tons of structural steel. At project completion, the PCL team had not only provided the client with a state-of-the-art cement manufacturing facility, but at the time had also built the second-tallest structure in Arkansas : the plant’s preheat tower.

The PCL project team worked 5,738,048 hours without a lost-time incident during the construction of this project. Such a dedicated effort to safety prompted the client to say that “due to the effectiveness of the safety program, PCL has lowered the insurance costs by 80% over expectations.”
