The F-22 Fighter Alert Facility located at the Joint Base Pearl Harbor-Hickam combines two historic bases into a single joint installation supporting Air Force and Navy missions. The state-of-the-art facility improves readiness, operations and the quality of life for the F-22 Squadron and enhances the national security of the Hawaiian Islands. The aircraft facility includes a parking apron, taxiway for thirteen F-22 aircrafts, aircraft Hush House foundation, new crew quarter building and a sentry aloha building used for large-scale fighter exercises. The project also included construction of an entry control point building along with additional security fences and anti-terrorist force protection (ATFP) gates along the parking lot.

Early on, our team found numerous unforeseen conditions from underground utilities and therefore proposed to procure changes in separate phases. The initial phase involved the removal and demolition of the existing facility, while subsequent phases included the re-installation and new work. The multi-phased approach allowed the contracting officer to secure additional funding for the changes that resulted from the complicated scope while not disturbing the on-going construction. Through an open and transparent partnership, PCL’s strategic approach to the challenges resulted in a shared level of success for all stakeholders involved.
