Built in 1923, the Carson, California, location of the Los Angeles Refinery, underwent a valuable update with the P66 Line 95 Receiver Replacement project. Processing mainly heavy, high-sulfur crude oil, this pipeline supplies oil to three refineries and is a critical asset to the LA area.

Abiding by P66’s strict pipeline specifications and quality standards, we developed a strategic execution plan with the client before starting construction. Prefabricating and fitting the 42-inch PIG receiver off-site before replacing it, we also updated the associated electrical, controls, shoring asphalt, fencing, hot taps and structural supports in the plant. The project contained high levels of hydrogen sulfide and had unstable soil conditions and pipelines that overlapped with asbestos. To mitigate these risks, we utilized inflatable pipe plugs to prevent gases from entering the pit. Working around the clock we completed the updates and returned the pipeline to service in less than a week’s time.
