The Quail Run Energy Facility is a 550-megawatt gas-fired power plant consisting of two 2X1 combined-cycle plants. The client selected PCL to build this project on an extremely aggressive engineer, procure, and construct (EPC) basis, allowing only 14 months from first construction to start-up. From verbal agreement on a Friday, PCL mobilized on the following Monday. The scope of work was turnkey construction of the project’s civil and mechanical phases. The PCL project team relocated the gas turbines from sites in Mississippi and Texas for installation along with the new equipment. Earthwork, concrete, structural, mechanical equipment, piping, and portions of the instrumentation were all self-performed.

Construction of both phases of the project included the removal and replacement of over 400,000 cubic yards of select fill; the placement of over 20,000 cubic yards of concrete; over 180,000 lineal feet of underground duct bank; approximately 100,000 lineal feet of pipe; and the installation of over 600 individual pieces of equipment. Despite the aggressive schedule and challenging weather conditions, PCL completed the project with zero lost-time incidents and a total recordable incident rate of 0.00.
